JNV Skill Hub Initiatives Mandatory Selection:

SHIs must be established in all 312 JNVs selected under the PM SHRI School Scheme in the 1st Phase. A list of these JNVs is provided at Annexure-‘D’.

JNV Skill Hub Initiatives (SHIs) at Skill India Portal:

  1. Access the Skill India Portal: Visit the Skill India Portal using the provided link: Skill India Portal.
  2. Registration Process: Follow the steps outlined in the Standard Operating Procedure (SOP) for onboarding educational institutions for training under PMKVY 4.0 as a Skill Hub, provided at Annexure-‘C’. Ensure compliance with the registration guidelines and procedures specified in the SOP.
  3. Submission Deadline: Submit the details of registration for PM SHRI Schools and other JNVs as per the prescribed format attached at Annexure-‘D’ & ‘V’ before the deadline.
  4. Communication with Principals: Instruct all Principals under the PM SHRI School scheme and JNVs with skill labs/workshops in your region to complete the registration process on the Skill India Portal.
  5. Compliance: Ensure that all necessary information and documentation are provided accurately and in a timely manner to facilitate the registration process.
  6. Follow-up: Monitor the progress of registration and follow up with the concerned Principals to ensure timely completion.
  7. Contact Information: For any further assistance or queries regarding the registration process, contact the designated authorities or the competent authority as indicated in the communication.

JNV Skill Hub Initiative Financial Provisions under PMKVY 4.0 include:

a. Training Cost:

  • The training cost per candidate is Rs. 9,540 /-, covering various components such as:
    • Base training cost (including trainer salary, teaching aids, raw materials, and infrastructure expenses)
    • Assessment & certification fees
    • Insurance for candidates
    • AEBAS (Aadhaar Enabled Biometric Attendance System) transaction fees
  • For higher-level skills at NSQF level 5 and above, payment will follow prescribed norms.

b. Payment Process:

  • The training cost will be paid by the National Skill Development Corporation (NSDC) in tranches as per the guidelines outlined in PMKVY 4.0.
  • The payment will likely be disbursed in installments based on the progress and milestones achieved during the training program, ensuring efficient utilization of funds and compliance with program requirements.

These financial provisions ensure that adequate resources are allocated to support the implementation of skill training programs under the JNV Skill Hub Initiative, enabling effective delivery of training and certification to candidates and facilitating their transition into the workforce.

JNV Skill Hub Initiative Prerequisites for Training

– For example, a Computer Lab may be required for the Data Entry Operator Job Role.
ii. Functional Aadhaar Enabled Biometric Attendance System (AEBAS) registered on the NIC platform.
Trainer– Trainers should be available in the institution with domain experience or certified trainers (a list available on the Skill India Portal) can also be engaged.
